A comunicação pretende expor e analisar o modelo de biblioteca pública utilizado para o arranque da Rede Nacional de Bibliotecas Públicas portuguesas com o intuito de identificar os seus pontos fortes e os seus pontos fracos na ótica do enquadramento polÃtico, económico e organizacional. Numa primeira parte expõe-se a situação das bibliotecas públicas portuguesas na década de 80, no inÃcio do perÃodo democrático, que se caracterizava pela falta de oferta de serviços de leitura e a estagnação das bibliotecas existentes. A tomada de consciência da situação insustentável das bibliotecas portuguesas e a mudança do contexto polÃtico-económico do paÃs conjugam-se no sentido de haver vontade polÃtica de desenvolver uma PolÃtica Nacional de Leitura Pública que promova um mudança no panorama bibliotecário português em todo o território nacional. Em paralelo, funciona a Rede de Bibliotecas da Fundação Calouste Gulbenkian que em colaboração com alguns MunicÃpios portugueses oferece serviços de biblioteca itinerantes e fixos e cuja realidade se analisa na ótica da estrutura da rede e na relação de cooperação com as câmaras. Numa segunda fase de análise, identificam-se os constrangimentos que desde uma fase inicial afetaram a consolidação das bibliotecas públicas da Rede nacional e a capacidade de adaptação organizacional à s mudanças do contexto informacional.
The communication is intended to expose and analyze the model public library used for the startup of the national network of public libraries in Portugal in order to identify their strengths and weaknesses in the optics of the political, economic and organizational framework.
