Not all questions are yes-no questions. Some questions begin with a “question word†or interrogative word (also called a “wh-question†because in English the interrogative word begins with those letters). If you use an interrogative word, you don't need to use the rising intonation at the end of the utterance. The presence of the word itself will suffice.
